Provide local-as support for BGPaaS bgp peers

Current Issue: While advertising Virtual-network to VNF, Contrail always use only “Contrail AS” number. If VM has multiple interfaces connecting multiple Virtual networks, the VM receives virtual-networks having same AS number. Hence the VM doesn’t advertise any receives networks if advertise-peer-as is not configured on the VM. Eventually Routing table is not completely propagated then each sites cannot communicate. ** Few VNF support “advertise-peer-as”.

Solution: If BGPaaS support local-AS, each sites networks is set different AS number respectively. Hence VNF advertises received network to Contrail. Eventually Routing table is completely propagated then each sites can communicate.
