Contrailen 202 - Filter Contrail extended CVs not needed for inter-DC routing

Among the BGP Extended Communities supported by Contrail, several CVs aren't
needed for inter-DC use cases.
Currently, such CVs are being blocked on SDN-GW from getting advertised to
CBB RRs.
Ideally Contrail should have a mechanism and configuration option to filter
or disable such CV advertisements.
This extended community filter support on contrail should be such that, user
can selectively block CVs as needed
