Service instance liveness check by vrouter.
SPECIFICATIONS
vRouter Agent advertises the IP address of the interface based on whether the interface is up or down. It will advertise IP when interface is up and withdraw when it is down.
Today the up down is solely depend on admin and link state.
Health check will be added to the interface to determine in the interface is operational up/down.
Agent will use the link local address to use ping and http to check for liveliness of the interface.
Configuration API
New object called health-check will be added. It will contain the method for health check.
Initially only http and ping will be supported. This will be represented as URL that agent needs to fetch.
This object can be attached to any instance IP in the system.
