Support Juju cross-environment relations in the GUI.

[RATIONALE]
Cross-environment relations are one of the key features our IS team needs for their satisfaction when using to deploy professionally with Juju. If we can't support cross-environment relations, we are possibly much less relevant to this key class of user.
