Payload Management

Allow charmers to define a process in a yaml format, including the ability to define processes in the metadata.yaml. Provide the charmer with mechanisms for launching and destroying those defined processes as well as mechanisms for registering and unregistering those processes with Juju (state). Give Juju the ability to poll information about registered processes including any storage or networking related information.
