Change the effects time argument to a percentage argument

At the moment, effects are called with an argument that tells the effect, how much time is elapsed and the effect routine itself can decide how much time it will take in total. This is unpractical for different reasons. Using this systems, all effects of one kind have the same duration. Furthermore, for implementing effect, a way is needed to set all effects of a page in an instant to their initial (when jumping to a page using the index view) or terminal state (when going back in the slide sequence).

The priority of this goal was lowered, as the new Inkscape extensions for transitions and the facilities for processing complex properties should make it easier to achieve the same goals in the current system.
