Enable links to particular effects.

Extending the current link feature, which allows to link to particular slides, it would be nice to implement a way to link to particular effects. A simple way would probably be to extend the anchor syntax currently used by appending an underscore and the effect number (i.e. "<url>#2_1" for the state after playing the first effect on the second slide) or "_0" for the initial state.
