Improved worksheet and exercise authoring environment

The current worksheet and exercise authoring environment is suboptimal. It provides little useful feedback on errors, and doesn't allow easy testing of exercises without publishing a worksheet.
We should investigate improvements that can be made. We could either improve error reporting and add lots of features to IVLE itself, or produce an "IVLE-lite" that runs on staff machines just providing a jail-less development environment.
