Enable virtual media drivers to deploy without dhcp
Currently virtual media drivers (iscsi_ilo, agent_ilo, iscsi_irmc, agent_irmc) drivers use virtual media to boot the deploy kernel/ramdisk. The booted kernel/ramdisk fetches the IP through dhcp. But these drivers can pass the IP details to deploy kernel/ramdisk via virtual media and do the provisioning without a dhcp server on the provisioning network.
