ironic support ceph storage and vxlan network using smart nic

Ironic does not support distributed storage or the VxLAN network. By replacing the bare nic with an smart nic.
The functions of attach ceph volume or using vxlan network could be finished by system on smart nic.
So far, we've tested and completed it on nvidia's bluefield2 DPU smart nic.
