Mechanism to skip a clean step for a particular node

It was noted while working on enabling RAID configuration as an automated clean step that, there is no way to skip a clean step for a particular node. Such a use case might arise, where a deployer might choose not to use RAID, even though there is a RAID controller in the node. Since this might be applicable for any other clean step, a generic mechanism is required for skipping a subset of clean steps on a per-node basis.
