Add Node Manager meters besides IPMI sensor data

Ironic already sent IPMI sensor data to Ceilometer. Ceilometer itself has IPMI agent to fetch IPMI sensor and Node Manager data. So it's natural to let Ironic also send Node Manager data thus end user achieve same meters via either Ironic or ceilometer IPMI agent.
