Lazy delete instances

This blueprint adds support for deleting an instance at any stage of the deployment.
Nova expects to be able to delete an instance even when it's spawning but in Ironic the deployment can only be stopped in a specific stage (when the node is in DEPLOYWAIT state). We should allow deleting the instance at any time.
