Add SSL to the IPA API, including client cert checking

This specification proposes the addition of SSL (HTTPS) support to the Ironic Python Agent (IPA) API, including optional client certificate verification for authentication purposes. Additionally, it proposes changes to Ironic needed to connect to IPA via SSL, optionally using a client certificate.
