In-band hardware properites discovery via ironic-discoverd

This spec adds support for discovering hardware properties for pure IPMI-based drivers using ironic-discoverd project. ironic-discoverd [1] is a StackForge project for conducting hardware properties discovery via booting a special discovery ramdisk and interrogating hardware from within it.
