Cisco UCS PXE driver

This blueprint proposes adding new driver that extends the power API for
Cisco UCSManager (UCSM) managed B&C-series servers.
This driver also supports various vendor_passthru APIs, that helps in
monitoring the bare-metal node health and statistics.
In this blueprint servers,nodes are used interchangeably that denotes
Cisco UCS B/C-series servers.
