support REGEXP-based querying for some api and client commands

Sometime, user want to do the query which is based on regular expression, for example, to query node by name with input regular expression, or query the ports via mac address by the regular expression.

With this bp, we will add such regexp-based querying support for such ironic node's name,port's mac fields to the list api

And also will add the same support from python ironic client side once the api is ready.
