Proper operation depends on up-to-date information about the availability of
the conductor services running. In environment with more than one conductor,
it's useful to have such information. Currently there are no quick way to get
all ironic's services and their status. So we should use an API interface to
query status of services. And more it is necessary to disable or enable
services in order to do some maintenance.
