Tempest integration test for inspector + ironic

yuikotakada: Will we abandon this spec because we can run integrate test by running functest/devstack-test.sh on gate. And tempest tests seem take long time to be merged and tempest-lib also will take long time of which spec will be fixed. WDYT?
dtantsur: I think one day we'll have to create tempest-lib tests for us. Btw http://specs.openstack.org/openstack/qa-specs/specs/tempest-external-plugin-interface.html was approved.

I'll investigate from today. Perhaps we should get rid of milestone target as 2.1.0 and set more further...

dtantsur: ok, then we should keep an eye on tempest microversion patch (revive it if needed). maybe we start with putting it in tempest first. I'm keeping to for 2.1.0, we can always bump if we see no progress short before release.
