Preconnect RESET command

Proposal to implement a preconnect RESET command which has Services do one of the following:
C: RESET OLD => Services change ident/host/gecos to what the ghosted client was.
C: RESET NEW => Services change host to vhost, ident and gecos to what it was when client connected.
C: RESET CLEAN => Services change ident to ident w/ s/~//, change host to <generic cloak/vhost>
C: RESET CONN => Services change ident, gecos, host, et al to exactly as it was when the client connected.
