Key shortcuts for dash and quoatation marks

It would be great to have a shortcut-key to write the "longer" dash ("–") and the "correct" quotation marks for german ("„" as well as "“")... For Linux it's easy to just press "Alt-Gr + -" resp. "Alt-Gr + B / N", but on windows there isn't such a key kombination. So I would be happy about a function adding these key shortcuts under windows (for InyokaEdit).
