Adopt a Templating System

One of the big reasons people will need to maintain local patches against Invirt is the website theme and skinning.
Trac manages to get this right, I think. There are a bunch of variables you can set that override the default styling and text, but if that's not enough, you can write your own templates on a page-by-page basis.
We should apply a system like that to Invirt.
