cloning layers

It would be very useful if entire Layers could be cloned, e.g. for labels, textures and other purposes. This function is already supported by the svg-format. Aho presents example files here: http://
Maybe this could be realized using an extension, but I think that the feature is more suitable for being implemented in the program's core, especially because of the analogy of layers and groups.
