Reading <http://article.gmane.org/gmane.comp.graphics.inkscape.devel/24899> I would conclude that the request to enable Vista-style file dialogs isn't implemented and that - though the article is from Feb 2008 when the win32 native dialogs were merged into the trunk - it still describes the current state. Proposing to re-open and change importance to 'Wishlist' unless it can be confirmed by a Vista user as implemented in the recent prerelease builds.
