utf-8, doubled suffix are fixed. But the latest version no longer saves
any relative pathnames in xlink:hrefs which to me defeats the
portability purpose of the archive...? See attached attempt to compare
the output. Rev 21656 created self-contained archives with no
absolute/outside links.
Do you get the same results?
