Your package is a bit older than the patch.
There are more recent packages for Fedora (http://koji.fedoraproject.org/koji/packageinfo?packageID=2118). You can also compile the very last pre2 version sources (http://sourceforge.net/projects/inkscape/files/inkscape/) or download the extension from SVN (http://inkscape.svn.sourceforge.net/viewvc/inkscape/inkscape/trunk/share/extensions/embedimage.py) and replace the python file in /usr/share/inkscape/extensions (or your install directory).
