yes, in Inkscape 0.46 when you import an image and save the file, the link is given as :
       sodipodi:absref="C:\WINDOWS\Temp\spiro_smooth.PNG"
       xlink:href="spiro_smooth.PNG" />

in the devel version, the same link is given as :
       xlink:href="file:///C:/WINDOWS/Temp/spiro_smooth.PNG" />
