Sword-language-packs port to Germinate

sword-language-packs currently build the sword-languagage-pack-* packages without checking if the packages exist in the repository. It would be better to use a update/update.cfg system as used in ichthux-meta, with seeds hosted on bzr, to make this system more reliable by making sure the packages we add as dependencies exist.
