Format of factpacks and import/remove process

Factpacks need to be distributed so that bot owners can import them into their bot's factoid database. These entries should however be removable, and possibly upgradable when a new version of the factpack is released. Also to be considered is what happens to entries which have been modified by users when the factpack is removed.
