How tar.bz2's should be packaged.

Example format for a game:
if the package name is pacman and the moduletype is a directory:
pacman
pacman/__init__.py
pacman/pacphysics.py

if the package name is pacman and the moduletype is a file:
pacman
pacman/pacman.py
pacman/pacphysics.py

if you are packaging a dependency, most of the time you can just compress it from site-packages, it should already be in a format similar to game's.
