enable volume retype in horizon

Description of problem:
The ability to change a volume's type has been added to cinder's api v2.
This ability, to edit & change the volume's type, will provide the users that work with the web UI, in the long run, to migrate volumes or to change any volumes setting (that are set from the volume's type).
