Upgrade Horizon to Pep8 1.3

Currently we have to force Horizon to use PEP8 1.1 in order to pass. We need to bite-the-bullet and go through and fix the few hundred whitespace complaints the newer PEP8 versions have (specifically, the newest one: 1.3)
