OpenStack Dashboard (Horizon)

Add image sharing functionality to horizon

Currently it is only possible to share images with the openstack commandline client through "openstack image add <image> <project> but not through Horizon dashboard. This functionality could be useful for cross project image perpetration and cross project software testing / QA. The functionality could be implemented similar to the flavor share functionality but only for users not for admins.
