Root enable and show for Trove

Summary
=======

Provide Horizon support for the following CLI commands:
* trove root-show
* trove root-enable

Motivation
========

The Trove CLI has the ability to enable a root user for the data store and to display the password for the newly enabled root user. It also has the capability to determine if the root user has ever been enabled.

This functionality should also be provided in Horizon.

UX
==

The Instance Details panel contains information pertinent to the selected instance. The information from the command "trove root-show" can be displayed on this panel.

A new row action on the Instances table to enable the root user will be added. This action will display a new screen where the user can enable the root user and the corresponding password will be displayed. Enabling the root user again will result in the generation of a new password which will be displayed.
