Implement a customizable "terms and conditions" page

In private deployments when using external identity sources (like LDAP), it's often required that a separate business system enables OpenStack for each individual usage. In such case, the default of the enabled propery for these users would be False in keystone. The simplest of these enablement scenarios has the Terms and Conditions page built into Horizon.
Upon first login via Horizon, this Terms and Conditions page (with customizable text) is displayed. Upon accepting it, the user's "enabled" attribute would be set to True.
