Rewrite table filtering to use GET-requests for filtering data

Currently table filtering is built on POST requests, which is both conceptually wrong, and makes it impossible to filter data in a table the user is redirected into.

[david-lyle 2014.09.08] This seems like it should be classified as a bug rather than a blueprint.
[tsufiev 2014.09.11] I classified this fix as a blueprint thinking of its large impact and (possibly) the amount of implementation efforts. Will create a bug then, and mark this one as a Obsolete.
