Add unit tests for the remaining syspanel panels

All of the nova dashboard panels have tests, but syspanel only has tests for users. We need to fill out the rest.

I'm closing this one out because it's much better than it was, and it will be superseded by other changes to make the code more DRY and less duplicative between the admin and project dashboards.
