Add network topology in syspanel

There should be a network topology view of all tenant networks in syspanel. Ideally it should layout the network differently as the current topology view gets far too cluttered even in small deployments.

[david-lyle Dec 4 2013] I think this would be useful, but the scope needs to be limited to a project or domain as selected by the admin.

However, I would rather add this functionality to a unified Network Topology Panel in the new IA based on RBAC support rather than create another near duplicate panel.

[ericpeterson-l] I agree a admin view of the network topology would be very very helpful. I think we could take the current version in the project panel, and we just need to have an admin view where the admin could filter the view down to a given project.
If you view all projects in a single view it will be difficult to see anything.
