Switch to cinder-client library

Cinder-client should work against both nova-volumes and the new extracted cinder service. We should switch to using the cinder-client library for interaction with the volume services.

[devcamcar] Spoke with jgriffith. Current cinder client should be usable today. anotherjesse has a branch of Horizon that uses it.
Not sure what happened to Jesse, but this appears to be a trivial transition since it was literally copied from novaclient and has all the same method signatures.
