XStatic Libraries should auto discover and be served up automatically

Adding additional XStatic packages to horizon, for ease of customizability, should be as simple as adding an additional XStatic package to the requirements.txt file.
Right now, if one adds an XStatic package to the requirements, it requires additional patching to the static_settings.py file.
If we are adding the package via XStatic, then we should assume that it should be served statically.
