Scaffolding for dashboard/panel boilerplate code

Now that Horizon has a first-class extensibility model new users should be able to generate a default dashboard and/or panel within Horizon with a rails-like scaffold command that creates the necessary views/templates/folders/configs for creating a new dashboard or panel. Would be great to optionally specify a default tab group or table as well.
