Clusters table in Sahara UI should show a status description if it is available

The only way now to discover a status description for a cluster is to open a Details page.
However this description can be shown right from the table
The most simple solution is to show a link near the cluster's status (if the status is ERROR) which will trigger a pop-up with a status description.
