Use common RPC listener to consume messages

In order to drive the future of an event-driven dashboard we need to start consuming messages from the RPC bus. That means pulling in the RPC code from oslo/oslo-incubator and subscribing to all the channels. Then we can start consuming, standardizing, and acting based upon those messages.
