restore old network topology to compliment new

Summary
=======
Satisfy user feedback that the new network topology works better as a compliment to the old
network topology, rather than a replacement.

Motivation
========
The two topologies serve different roles. The old topology is a more traditional representation and works well for small topologies. Additionally, its layout is deterministic. The new layout works better
for larger scale networks. Since they satisfy different needs, they should be used to compliment one another.

Description
=========
The traditional topology and newer graph view will use the same data model and will only be different views. The two views will be in tabs and share the same data on the client. Sticky tabs are utilized to enable a form of preference setting by users.

UX
===
Both views are restored as they existed before, but set in tabs rather than individual pages.
