Rework Horizon's "time" module

1. The code in horizon/time.py should just be gotten rid of. It was a hack from way back in the day that may not even be used anymore and definitely doesn't need replacing.

2. Almost all of the functions in openstack.common.time already exist in Django. There's no need to add another code dependency.

Let's just kill the horizon "time" module and move on. ;-)
