Post Content to Horizon during Runtime

I need a way to securely, customize Horizon remotely (through it's endpoint). I would like to POST bundle of files (tar.gz) which contains the exact directory structure that Horizon has. After authorization, Horizon would unbundle those files to it's root path. The files that were there before would now be replaced by the new files. An alternative is to have an extensions or plugins which could override the default content in Horizon.

[2014-11-17 | david-lyle] This is a deployment problem and shouldn't be accomplished in the UI itself. It opens large security holes and stability issues. Concerns also abound about dependencies being met. Dynamically installing extensions is a separate issue and should be a separate blueprint.
