Spec for "push"-based realtime communication

Registered by Gabriel Hurley

As per discussion at the Grizzly summit, there is agreement that creating a pluggable communication channel for providing push notifications to Horizon is the right way to go. This blueprint is to design and proof-of-concept that spec so that differing backend implementations (e.g. node.js or a python backend) could all communicate seamlessly.

Whiteboard

[2013-08-13 | Gabriel] I'm still strongly committed to making this happen, but I'd rather make a big push to land this in I1 instead of adding it late in H3. Don't get discouraged, we're totally gonna bring this full circle and get it in!
