Admin Quota Panel Redux

Currently in the admin dashboard we can add or modify project quotas via the Projects panel, but the Quota page doesn't allow you to modify the default quota. We can't do anything here, and it's not even clear that this is Nova's default quota being displayed.
This should be reworked to make more sense, or else removed entirely.
