[Tips to test public network support in Horizon
Following patches are required.
  Quantum patch https://review.openstack.org/#/c/11717/ (required)
  Nova patch https://review.openstack.org/#/c/11796/ (required to launch an VM with public network)

public(shared) network can be created by admin role. In Horizon, syspanel create network menu supports public network creation.
And make sure a subnet is defined for the public network. Otherwise am VM without network interfaces will be launched. (This is a known bug in Nova and will be fixed in Folsom-RC phase)
