OpenStack Logs Viewer

Summary
=======
There should be a dashboard to view and analyze the various OpenStack components Logs in the Horizon. It will be helpful for user, if we can provide GUI options to view and analyze the logs generated by various openstack services on horizon. Now the System Admin has to access the system and has to manually check the logs generated by the openstack services, but if we can view and analyze the openstack logs through horizon for admin user, then it will be very convenient for admin to watch over the system.

Motivation
========
It will become very convinient for the system admin, to watch over the openstack system through horizon, if we can add the functionality to view and analyze the openstack logs with pre-defined color codings and rich text viewers to analyze and view the openstack logs. Therefore, if there is any kind of fault or error message in the system, then the information and cause of error can be found on the fly, using horizon only.

Description
=========
We should have a logs viewing and analyzing option or functionality built into the horizon itself, to view the system logs of openstack, for the admin user. There must be a dashboard in Horizon to view and analyze the various OpenStack Logs. It will be helpful for user, if we can provide GUI options to view and analyze the logs generated by various openstack services on horizon. Now the System Admin has to access the system and has to manually check the logs generated by the openstack services, but if we can view and analyze the openstack logs through horizon for admin user, then it will be very convenient for admin to watch over the system.

UX
===
- Add "OpenStack Logs" Dashboard to horizon.
- Add "Options and Selectors" to view and analyze the OpenStack Logs to represent the information and messages in more readable format.
- Add "Various Graphics Options", Pie Chart and Graphs, to represent the logs for all the available services of the openstack.

Testing
======
Proper Tests would be added to check the system's behavior after adding this feature.

=========
Horizon documentation will be updated in order to expose to the user the new features that will be introduced. The details about the configuration of enabling the new features will be provided in the Documentation. All the details about this new functionality should be added in the OpenStack Documentation.
